I know it's generally a corner clamp, but I need to figure out specifically what it is. It's been in my garage for over a decade doing nothing, so I want to sell it. And that means having enough info on it to track down its value.

I think it might be missing a few pieces. Look at this craigslist image and the 3rd image in the same post:

In the circular clip-like things the craigslist example has what look like guides for a saw, similar to the slot guides in a basic miter box. Set the distance between the two corner-clamp pieces to whatever distance your picture frame requires, flip one guide down to the workpiece, insert a saw, and cut one miter. Flip that guide up and out of the way, then repeat with the other guide. Now your workpiece has miters on both ends. Insert another workpiece and make a perfectly identical length second side for the frame. Then flip both guides out of the way and use this gizmo to clamp three frame pieces into two corners for glue-up.
That's my best guess. The craigslist post doesn't list the manufacturer unfortunately.

Almost certainly some kind of picture frame tool or jig... looks like able to make two corners at one setup.
did a Google image search... got the Craigslist link mentioned by mpc.
Got a couple more important pieces, looks like cutting guides that flip down, but yours is cleaner with less rust.
