My assumptions were backward so your resulting answers confusing.
You also did not confirm that the e-mail address is the same e.g. you are using the same account at both ends.

You were sending from Office (computer B, XP, OE ) to home (computer A, Vista)

I assume you clicked on the SEND button and waited an appropriate amount of time.

On Computer B, the sending computer:
    1) does the mail show in the sent folder (if yes the computer thinks its sent it)
    2) does the mail also show in the inbox (it should since its the same e-mail account, and if it got to the mail server, if not then you aren't getting the mail to the server or you have a mismatch in e-mail account particulars.)

Do you have alternates to POP3 mail such as web mail access to this account? Some ISPs offer it. You could do this to helpo find out which end is screwing up.

      back to basics

Did you do any reconfiguration of the computer that was moved to work? Email settings? network cards etc.

You stated you used the same ISP for both machines just different accounts?
      Is the work account new?

Can you PING the pop and SMTP servers that are listed in your email configuration?
look in your outlook setup screen and write down the following:
      SMTP Server address
      POP(3) Server address
      Go to the START button
      Select RUN
Type CMD in the box and press enter
in the black box that pops up type

ping smtp.servername.net (your information from outlook configuration)

it will take a minute for it to work but you should see something like this:

Pinging smtp.ci.janesville.wi.us [66.181.135.236] with 32 bytes of data:

      Reply from 66.181.135.236: bytes=32 time=45ms TTL=111
      Reply from 66.181.135.236: bytes=32 time=52ms TTL=111
      Reply from 66.181.135.236: bytes=32 time=52ms TTL=111
      Reply from 66.181.135.236: bytes=32 time=41ms TTL=111

      Ping statistics for 66.181.135.236:
      Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
      Minimum = 41ms, Maximum = 52ms, Average = 47ms

Do the same for the pop listing and look for the replys.

      Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),

this means your machine can "see" and talk to the email server.

We can move on from here after you do this.

Incorrect. The email addresses are different. We just use the same ISP.

My servers do have Web Mail. Good idea , Loring-I'll try that. Thanks.

Done. My figures aren't even close to yours. Should they be?

Not necessarily. This is the figure that should match:

            Packets: Sent = 4, Received = 4, Lost = 0 (0% loss)

Anything else means you have configuration settings incorrect or some other problem.

              Eactly what I have.

Then that means your network is functioning. If your mail program is not getting to your mail servers, it is a possible config problem. Do you have spam filters or similar configured?

Just taking this opportunity to thank each of you for your assistance in this bewildering problem I have been having with Email. Hope it isn't premature, but I think I have the problem resolved.
On the outgoing email settings, it is supposed to be smtpauth. I had smtp.auth. I removed the dot, and everything seemed to flow like water.
So maybe I'm through with this ridiculous event for a while.

                  so: THANK YOU EVERYBODY!!
