    Lockable Vacuum Base Clamp

[I am looking for a clamp with a locable vacuum base. I would to top of the base to be a solid material that I could work with. I want to adapt something to the top of the base. If you hear of something please let me know.

well you forgot two key pieces of info,
one what load must it handle and two what height and size limits are there.

Offhand, the following type of vise is readily available (this link from Lowes)

It can handle a few pounds, depending on the direction
and it sits up a few inches but the head swivels and tilts so its very versatile although a little tall for smaller objects.

Buy the base witout the vise:

There's lots of these vises out there.

Here's a vise for holding a drill press minus its base:

Another choice would be the vacuum handles they sell for assisting people out of bathtubs. (search google for BATHTUB VACUUM ASSIST)

They have two powerful cups for stability and holds lots of pounds but has no natural mounting location - you'll have to jerry-rig something (maybe you can drill a mounting hole or two thru the handle.)

the permanency of either of these is questionable. They are only for temporary use since the seals cannot be made perfect.
