    Chuck them up in a drill then spin them while holding to the sander.

        I usually grab a pocket type knife, a few swipes and done. Can't get any easier then that.

        And if the ends are to be exposed, just drive the dowel in long and trim.

            Maybe you could glue sandpaper to the inside of a plastic funnel. Then, just stick the dowel inside and turn it a few times. or chuck the dowel into a hand drill to spin it. I just thought of it and haven't tried it, so it may or may not work well.

            edit: Or you could chuck the funnel into a drill and just push the dowel into it by hand.
