What's the best tool/blade/technique for cutting an aluminum picture frame molding to size. I have a 12" chop saw, table saw, hack saw?.

The BEST way is to equip your miter saw with a non-ferrous blade specially made for cutting brass, aluminum, or other soft metal/non-steel

Then cut it on your 10-inch miter saw.
I see you have a 12-inch saw, well, I imagine they have bigger blades.
The compromise is to use your normal woodworking blade if you are not doing too many. Aluminum might be hard on a very beveled tip Hi-ATB blade like the ones for cutting laminates. but shouldn't be too hard for a couple of cuts with a normal all purpose WW blade. You can even use a table saw if you have a good miter fence and good dust collection to keep metal particles out of the inner saw workings.
