Re: tread width- Could you attach an oak strip, say 2" wide, at both ends of each tread, to give a breadboard appearance? That way you could meet code, give a finished, even customized, look, and not have to deal with poor quality and expensive replacements.
I'd think that with risers supporting the full width, the joint wouldn't have to be extraordinarily strong- pocket screws, biscuits, or even just glued could work. Being narrower and thicker than a panel, say, cross grain movement shouldn't be as great a concern.
