On CDs I have had good luck using liquid car polish and a soft cloth. Working across the disk and keep turning it. Haven't had to do this with a DVD, perhaps because the kids are much older now.
Like others have said - any polishing needs to be done from center to edge. I've personally used Brasso to rescue my scratched discs in the past with great success. Rinse the disc with water and dry thoroughly before putting into any player.
Additionally, if you have a can of Pledge dusting spray - you can apply a little to the disc to make it more readable. I don't know why it works but it does. I'm guessing the waxes fill in some of the smaller scratches. This fix doesn't last forever - I've used it to get the disc readable long enough to create a clean copy of it.
