    NO, at least not as written.

    I'm assuming you mean:
    pigtail all hot wires together with one wire nut
    pigtail all neutral wires together with one, different wire nut
    pigtail all ground wires together with one, different wire nut
    BUT all as separate circuits

    If you meant what you wrote - that you are going to pigtail the hot wires together with neutral wires - that is not right.

        I was not aware that they are called pigtails but I often use those jumpers because it is much easier to put just a single wire under the terminal screw instead of two. It is also easier to push 2 single wires up into the box when installing the fixture.

            It's like anything else, I suppose - some jurisdictions may remain non-compliant until someone challenges them. There is an enforcement process available if one's local jurisdiction is non-compliant and one wants to get that changed.

            BTW, here is a link to an online version of the 2008 NEC. It does require registration, but the registration is free and the full NEC is online.
