there's no limit to how many amps you can get with 110V, but you had better have good enough wiring and distribution and the proper circuit breaker.
That said, you cannot get 22A sustained with a common residential circuit.
Its much more cost effective to get the same amount of power from 220V and half the amps because of the smaller wiring and common connectors.
There are NEMA specified 30A breakers and connectors that are for 110V; these are standard but not widely used meaning expensive and special order, and I would guess offhand you need 8 or 10 ga. wire, neither convenient (hard to handle) or cheap.
OK, here's the plugs and sockets for 30A, 110-120VAC:
120 Volts - 30 Amps
Plug (top) -- NEMA L5-30P
(Single plug) . . . . . US$30
(10 - 24 plugs) . . . . . US$27 each
(25+ plugs) . . . . . US$25 eachSocket (Receptacle) (bottom) -- NEMA L5-30R
(Single socket) . . . . . US$30
(10 - 24 sockets) . . . . . US$27 each
(25+ sockets) . . . . . US$25 each
somewhere along the way companies have made higher amperage 110V equipment tan 15 or 20A. Just not that common anymore.

That seems very expensive, Lowe's have both 30A and 50A outlets much cheaper than $30 ...

they have them for 220V appliaction, e.g. Nema 6
but you won't find the 30-Amp 110V Nema 5-30 at Lowes.
they are expensive because they are very low demand.
