Probably so, my old Craftsman stack came with a cardboard type shims.

I bought that one several years ago...it is indeed garbage. Save your money and get a tool you'd be satisfied with.

I was in my local rockler this pm and they still seemed to have 25% of the Oshlun set. A much better buy!
