As far as I know. The 15% Percent off Coupons on a single item are pretty scarce from HF these days, I haven't see one for quite some time. They've basically replaced them with the weekly product coupons instead.
Every now and then they'll put out a 10% coupon and possibly a 15%, but I haven't seen one for more than 15% in quite some time. They used to regularly have 20% off coupons (some didn't even have expiration dates) and even some 30% off coupons that you could just print out as many times as you wanted. But those days are no more!
It's possible that the bigger % off coupons were counterfeits that they use to accept, but no longer do. I haven't seen much over 15% lately. The last time I had a 20% or larger coupon, I was buying sandpaper so I gave it to the guy in front of me and saved him $30 vs my $0.47.

At one time, there were two coupons floating around 25% and 30% off. I used the 30% a few times. Some received the coupon in the weekly mailer and scanned it in. It worked by the cashier inputting the coupon code and did not require a managers override. Lots of people used it, after that coupons have been kind of scarce.

The 30% off was not a counterfit. It was from a paper somewhere in the midwest. The coupon was in their system and actually scanned in. Some employees were upset that the coupon was larger than their employee discount.
I might add that there has never been a 30% off since!
Try Googling "Harbor Freight Coupons", I recently found some as high as 20% discount with no experation date and I know that some stores won't honor the coupons with no expiration date so make friends with the manager.
