video file editors? Suggestions

What are you suggestions for AVI and MOV file editors that can
1. cut portions of video files
2. create a new file from cut pieces
3. splice pieces of video into an existing file at an arbitrary point (frame)

these features would also be nice, but not necessary:
4. allow frame by frame or stop action viewing and frame capture
5. speed up or slow down files - e.g. change frame rate

Free would be excellent, inexpensive would be OK.

Windows Movie Maker works for me. And it's free!

I use Movie Maker, too. It was the most recommended free program by reliable sources when I did a search asking the same questions that you asked. The program can be downloaded from Microsoft if it is not on your Windows computer. I can't help you with Apple video editing programs.

The version that comes with Windows 7 and newer is called "Movie Maker." Older versions were called "Windows Movie Maker." Movie Maker can edit .MOV videos. The earlier "Windows Movie Maker" required .MOV files to be converted to .AVI or other formats before editing. Pazera Free MOV to AVI Converter, WinX Free Mov to WMV Converter, and WinX Video Converter are three free converters.

Windows Movie Maker is a little easier for me to use, but the new Movie Maker has more features ... I'm still learning it. Sound files / music and narration can be overlaid on both versions.

I've put together some pretty good vacation videos using still and motion with Movie Maker.

Here are a couple of very basic examples of Movie Maker and Windows Movie Maker. I stored them on Photobucket, which sometimes causes them to be a little jumpy. They are smooth when viewed from the original file.

This short video was made with Windows Movie Maker and Windows Vista ... saved in low rez for faster loading. Shot on my iPhone 4s, converted to .AVI, then published as .WMV.

This very short video was made with Movie Maker and Windows 7. Shot with iPhone 4s. Edited directly from .MOV and published as .MP4.

By the way, I found a neat free iPhone/iPad app for time lapse ... "iMotionHD." A free high speed video app is also available (I don't have the name.) The new iPhone5 has high speed app built in and is better than the free app, but the free app can be used on older phones.

Adobe Photoshop and Premiere Elements was offered recently on Amazon fairly inexpensively. I have heard good things about them, but have no experience with them.

I used to use both of those on a weekly basis when I was doing A/V for my church's contemporary service. At the time, they were really good, especially for as little as I paid.

I have to show off my first video. I took my family to Mexico for a beach vacation none years ago. The cute little kids are now cute big teenagers.

It was a once in a lifetime experience!
