        Theft of electrical power is a problem in third world countries.
        Aside from economic considerations there's a safety issue.

                I don't understand how they sling a metal hook over a live wire without electrocuting themselves?

                      i imagine its metal hook on the end of a length of an insulated wire. It could already be hooked up to the circuit before the sling it but its possible but dangerous to work on live wires if they connect it after slinging it.

                          They could install a switch at the other end of the hook...sling it (insulated wire of course) and proceed to complete the circuit, and then switch it "on".

                              If that was around here, all the copper would be gone overnight! Copper thieves are a real problem here. About a month ago, a remote tower for a radio station quit broadcasting. When it was checked, the power cable was gone. They caught that one.
