That's actually Estes, Colorado. Right next to Rocky Mountain National Park.

That's Colorado? My wife and I were in Banff in mid May a few years ago (it was snowing!).
Just on the outskirts of town there's a train that runs through, and we saw dozens of elk milling about right on the train tracks.
The engineer just waited patiently until they had dispersed, then continued on. I could see why tourists would be fooled, they seemed totally docile, but a little common sense is in order when dealing with anything that weighs 600 lbs!

that's probably right. The cop has am american flag on his shirt, the cars mostly seem to have Colorado plates, and there's no french on the signs. An East Hwy US36 sign is shown and that runs right thru Estes Park, CO.

Giveing weights and heights in metric would be because its a BBC article.

Those are all good hints, but the big "Estes Park" on the cops uniform is probably the best clue.

I've been in plenty of Elk Jams inside and near RMNP, but both Yellowstone and the Grand Tetons have felt more overrun to me.
