      if you fill the ashtray with butts and ashes you can't see the sign so one might assume it was OK to smoke. But, how could it get that way????

        LOL, nice! My first thought was that they were put out in areas that were newly designated non smoking as a way to remind and then a place to have the offender extinguish the butt.
