I think they should get rid of all the traffic infractions and replace them with one: Reckless Driving.

Blowing through a stop sign or red light = reckless
Driving 50 mph plus in a residential area = reckless
Doing 90mph on a straight highway with no other traffic = not reckless.

    But that's just me.

Not sure if your wife does this and there sure are a lot who don't.
Oh, she signals. People don't notice it so much, though. Maybe they're talking on the phone, or taking a sip of coffee (or both). Oh, and they're all late for work.

Actually, it's not always illegal in Texas. You can pass a car waiting to make a left turn if there is an improved shoulder.

Not sure, but I seem to remember being told that 20+ mph can be charged as reckless driving in Texas.

If that revenue stream comes from making signs, I agree. But, enforcement of the signs would really make some money for the local governments.
          As to your second post:

I've driven the same 32 miles to and from work for the last 7 years, and been pushed both ways by people in a hurry to get somewhere. Just this morning, a woman was running up and backing off continuously for 18 miles with an agitated look on her face. At the closest, I couldn't even see her headlights, which, in my estimation, places her car about 8'-9' feet behind me at 55-57 MPH. She finally blew past me entering a 45 MPH zone in a small village, and I didn't see her again,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,until I pulled up behind her at a stop light, almost 11 miles from where she passed me. But, she WAS there first.
I guess my first post should have stated that without enforcement, "limits" are really only "suggestions".
