    Maybe this will help:

Think of Lil' Phil as a representation of an "entity" and an "era".

Lil' Phil is a reminder of what was. Service as it should be.

    Lil' Phil is very neat,
From the top of the head,
To the bottom of the feet.

    A bit too short.
    To check the stick,
    He's quite the rep,
    You'd want to tip.

Only other Phil that comes to mind was the guy who used to call out "All aboard for Phillip Morris" cigarettes during the 40s to the 50s.

From the last clue, I can only surmise a service station attendant that probably represented Phillips 66 stations

Even though I've never heard the term, I was going the same way as you.

You guys are so quick. Phillips Petroleum has brought out a nostalgic collectible doll called Lil' Phil.

Isn't that really a Buddy Lee Little Big Man doll in a Philips 66 uniform? Either way, I've never heard of either one.

Sure looks like it. Didn't occur to me to search it out.
