                  I love the comment ...it would not be possible because some “bureaucrat in Brussels” had decreed that establishments where food and drink is served have to provide toilets free of charge.

                  I remember an uncle telling of bars that would have several pay stalls (and one free one to meet legal requirements.) They'd hire a wino to sit in the free stall all night with a bottle of Ripple as his pay.
