            You put it in your boot to warm it up before putting it on. It is only a prototype that never received UL approval for some reason. Either that or it is a hashish cooker.

                            I figured out what it is. Some of you guys a very close on it's function, but it's form is a throwback back to the late 1800's steampunk.
