    I agree.

    Sort of.

Personally, I'd like to see cell phone interrupters installed in all new cars, that PREVENT their use as long as the car is moving (even at a crawl).

With a $1,000 fine for tampering with the device!

This too, shall pass. If I were a police officer I could write no fewer than 150+ tickets everyday to all the folks in Temecula, Ca that don't bother to stop at stop signs and hardly ever stop at a red light when they are turning right. There are so many breaking this law that I think the police have given up. Cell phone usage will get some attention for a while and then fade into history with the California Stop Sign.

Likely the police will not have to enforce cell phone use while driving. Since it is now illegal in California your insurance company may enforce the law if you have an accident while talking or texting on a cell phone. I haven't read my policy but I'm guessing that your policy or another person's policy will not pay if you are doing something illegal during the accident.

There has been a "no cell phone talkie" law in New York for the past couple of years. Maybe it works in an urban area where there are more than a few police, but out in the boonies like where I live you sometimes can drive all day and not see a cop, except perhaps going in the other direction. All I can say is, Good Luck California!

unfortunately the solution to problems is always more laws.
Is it illegal to drive while making a ham omelet? No, not specifically, but any 8 year old can tell you its not a good idea.
It should be obvious to people when they drive dangerously. Unfortunately people do stupid dangerous things all the time and usually get away with it. Then one day they kill someone and they're surprised.
