Is there a way to edit the title of a post?

I believe if you edit a post then click the option for advanced editing you can change the title. I know it works for me but then I am a mod.

I think there are a number of complex rules and conditions (not sure I have all these right):
1) If the message is a reply AND you are the poster of the message or a moderator you can change it
2) If the message is the initial post then you can change the title if you are the poster and no one has read it yet (or maybe that's replied to yet).
3) If the message is the intitial post then you can change it if you are the moderator.
or something complex like that.
