It might be considered to be arguing with management but the next best thing to building the whole table would be building the base for a top you buy. It is worth looking at the Lee Valley catalog or website. They make a steel top and fence to go with it. Making a base for it is nothing but making a cabinet. I have not used these Lee Valley pieces but everything I have purchased from them worked well. I would be confident these would too. They also make steel and phenolic inserts but then you would have to make the top for the inserts to go in. If your router needs to share time between hand held and router table use, their little phenolic base looks like a good idea. It is smaller so deflection should be less of an issue and it is small enough you could just use the router hand-held with the plate still attached.
