Based on the replies here I think I've decided on option #2 - Sell the RAS and build a panel saw. I know I will get plenty of use out of the panel saw, and I feel certain it is the safest way to cut large panels. As much as I love the RAS, it has a large footprint and limited usefulness for me. Now I just have to decide if I should make a new table and replace the latch pin before I sell it or sell it as is for less money. It's already mostly disassembled for the latch pin replacement, so it wouldn't take much to go ahead and order the pin and finish the job.
I think I may still build a cabinet for the BT3, but it will be a sane size with maybe only half rails. It's worth doing just for the extra storage space the cabinet will provide if nothing else. Thanks for all the advice.
