Installing Bench Dog Pro Max on contractor's saw

I have a Jet 708100 contractor's saw and just bought a Bench Dog Pro Max router table to install in place of the left extension wing, but I can't quite figure the sequence of bolts, washers, etc. It looks to me like you insert bolts with flat washers from inside the router table, and then flat and lock washers on the outside, where the router table meets the table saw. Is this right?

The instructions also mention nuts for each bolt, but I can't figure out where they would go as my extension wings bolt directly to the table saw without any nuts.

    Any suggestions/advice would be appreciated.

I have this router table but I built a cabinet for it as it won't fit on the bt3. However, the table came with both metric and SAE bolts, I forget which size. If they are not the correct size for the holes in your table saw, you will have to provide the bolts yourself. Cant you use the bolts you used with the extension wing to attach the router table?
