Can't upload Avatar

I went to the edit profile section and I noticed that there are several American avatars to choose from. Although I'm Canadian, I noticed the "do not allow avatar" selection is always checked and by clicking on it, it just won't uncheck. Just wondering why that is.

Measure twice....cut once.
