      Angle the guide block a little closer to the fence as it runs off to the right and you'll get tapered tenons. Just the ticket for making new handles for vintage chisels if you don't have a lathe.

          Wouldn't this leave a shoulder that isn't square? i.e., the transition between the tenon and the shoulder would be rounded with the radius of the straight bit?

            Good question.

            Having actually done this (using a 1" upcut spiral bit), I can say, make sure the bit is CENTERED under the dowell. Otherwise you will get the effect you describe.
            Downunder ... 1" = 25.4mm
