I sell epoxy coatings on the commercial side. Not familiar with Rustoleum, but the stuff I have is tough! Have customer that never had floor chip until he dropped ring gear out of 2-ton truck rear end from 2 1/2' onto floor. jking's test is spot on. We do this test also. Must get ALL old paint/sealer off of floor or epoxy will peel. Degrease with Dawn dish soap diluted 1:2 or 1:3. Put on stain, let sit 3-5 minutes, scrub with brush. Should do well. Acid etch can be done with floor prep product, but my chem rep usually just uses bathroom cleaner with hydrochloric, but without disinfectant. Rinse well after degreasing & etching. If floor is really bad (spalling excessively, wide cracks), may need to do some repairs. We have excellent repair kit, too.
