No he does not, at least for a small manual transfer switch. I am less sure on the whole house generators with automatic switches. I wired my transfer switch myself and was never working on a 'hot line'. All I did was turn off the breaker on each circuit that I was wiring through the switch. I could have turned off the breaker to the panel and just cut power everywhere.

Wiring in a transfer switch is made to sound like a piece of cake. This is not the type of installation to prove how brave one is, or stretching elementary wiring to it's limits. Having a licensed electrician do the work is not wussing out. It's just the smart thing to do.

I have two generators. A Honda EU2000 that we use with our RV (5th wheel), it is a great little generator. We ususally go dry camping so we can not live on batteries for too long. It is very quiet.
Our second generator is a Generac 5700 watt that recently died after 8 years of service. For the last two years it has run at least 5 days a week for 8-12 hours every day providing power at our new home construction site. Engine still runs but generator died. We now have a Dewalt 5500 watt with electric start as a replacement. Starts using an 18v battery from a drill driver. Kind of neat. Hate pulling those starter cords.
