Being that carpet requires stretching when it is laid, if a room is 12'4" wide, can a carpet 12' wide be stretched enough to fit?

I would think that if it didn't stretch, they would use a heat seam tape, and piece it in. A good installer can do it well.

No, I'm afraid not, ranchergirl. Even with a loose weave backing, you wouldn't get to stretch it more than enough to put some tension into the weave. 4" is definitely not possible, but an ironed seam will work OK and be invisible if done properly. The good news is that, in a year or two, the 12' carpet probably will reach.
And you could also build out the walls 2" on each side...
