Advice needed for framing in a basement

My basement has concrete walls with foil faced fiberglass insulation. I want to
finish off a section with stud walls and drywall. The problem is that section has
the electrical panel mounted to some wood on the concrete block wall. Is it
code compliant to build around it or put it in a "closet" so I can access it later?

    Thanks, Paul

Code says the panel has to be 'visible' for emergency personnel. So I suppose you could put it in a closet so long as you label the door properly.

There has to be three feet of clear floor space in front of an electrical panel, for access when servicing it. If you put the panel in a closet, and the closet is the usual two feet or so deep, you can satisfy this requirement by placing the closet door directly in front of the panel, so that opening the door will effectively add to the two feet of clearance that's already there.
