OK I will put you out of your misery.
Yes it is for a router. The slot in the front plate registers onto the flat sides of the spindle and then you can change bits with only one wrench - Yeehaa!
No more wrestling with two wrenches and the jig holds the router nice and steady

I wish it was my idea but alas no. It came from this book, which I borrowed from the library and thought it was one of the best of its type I have seen so I just ordered my own copy.

The jig really is a great idea. I hope it will serve you well for a long time.
The problem I have with these kind of jigs is finding a place where they are readily accessible and convenient to use. But you have a much neater shop than I.Often in error - Never in doubt

That book is one of the absorbing/interesting I've read on ww-ing. As much as Hylton's router books are.
There are many similar, simple but effective jigs in it.
It is the mark of an educated mind to be able to entertain a thought without accepting it.
