I think you do not have the parts on the arbor correctly before you try to tighten the arbor nut. The pictures should help the most but I will try a few words in addition. With no wrenches near the arbor, the two spacers, one about 1/2 inch and the other about 1/4 inch, go on the arbor as far to the right as they will go. Then one blade washer goes on with the large side facing the blade, then the blade, then the other blade washer with the large side facing the blade. Then finger tighten the nut.
If you cannot get the wrench out, you have to have the wrench between the spacers and the end of the arbor shaft. Assembling the parts without the wrench in position should help. Once you have all the parts in the correct position and the nut finger tight, then put the inner wrench on and tighten the nut. Do not worry about exactly where the inner wrench goes or how it goes on. Drop it down from the top, in the area of the slot, and rotate the shaft until the wrench finds the flat. I do not even look at this, the wrench will find its place.
