Possible. Looks like paperwork stuffed in the exhaust chute. The surface rust should clean up fairly easily.

Potential bonus on that machine--most of the grey-colored Ridgid tools have the LSA that travels with the tool, no receipt required. MAY be the case on this one. (there's a cut-off manufacturing date that should be checked to be certain). Great price if it runs and no pitting of the iron, the LSA would be icing on the cake if it's there. I'm with Pappy, rust should clean up easily.

If I was 2000 miles closer....
