Found some Stanley #97-007A Air Hammers ($15.00) and Stanley #97-042A 3/8" Drive Impact Drivers ($39.00) at one of three southeastern Michigan Big Lots I visited. These prices seem to be about 1/3 of the Stanley website's "list price". Since I've no experience using air tools, I can't vouch for their quality, but they have a 3 year warranty, were made in Taiwan, and the "fit and finish" seems good. Also available were Stanley 8 piece SAE 3/8" drive deep impact socket sets ($10.00).
