Oh man, I wish you had not posted that! I get so upset whenever I see what Education gets - 3% ?!??!! At times I day-dream, like what if that was 10%, or even 20% ! We would be right on the path to a unbelievable greatness!

You are taking it out of context. Schools are financed out of municipal budget (property taxes mostly) with some input from state. You are looking at the distribution of federal money.
If you want to talk cost of education - United States spends $1780 per capita on education and that is second in the world (Norway spends more). United Sates spends on education about 5% of its GDP. If all that were to come out of federal budget - it would have been about 20% of it.

Looking at numbers - if we have not achieved that unbelievable greatness yet - it's not for the shortage of money spent on education.
