That has got to be about one of the stupidest things I have heard of in a long time(IMO). The justification for requiring air bags is that people don't use seat belts. Now they want to put airbags in the seat belts that aren't used??
That isn't the actual justification, but they have been designed in recent years to accommodate people who don't wear seat belts at the expense of those who do.
