    Well then all your code are belong to us anyway. If it is not classified in any way it is public domain by default if written by government employed programmers. That is IIRC. If your an external vendor then that is totally different thing.

      ...I think that depends on what "gubment" it is. I'm pretty sure that states, for example, are free to claim copyright on documents their employees produce. Federal = public domain, though -- it's a great resource!

          State government. Actually, the agency that handles the health insurance for around 35k state employees. It's really just an enrollment and eligibility system. Unless you were starting a competitor to BCBS or United, the code would only be good for academic purposes.
