I watched the video. I don't see any of the usual signs of photographic alteration - shadows that are inconsistent, the moving object passing in front of some foreground objects, etc.
However, if you watch the ground, light poles, etc. it appears that the video was taken from a moving vehicle. What happens when you take video of a stationary object from a moving vehicle? Without conflicting visual cues, it creates the impression that the object is moving.
It appears to me to be a low cloud, maybe a smoke cloud. It appears to me the object is stationary and that photographing it from a moving vehicle creates the impression of movement.--------------------------------------------------
