I have a number of family members (including my two daughters) who are or were waitresses. Canandians are well known as poor tippers. It's a cultural thing as tips aren't as common in the UK. In England, Yanks are known as wild spendthrifts because of our tipping.
There are lots of reasons why food service can be slow that's not the server's fault. However, I expect frequent checks by the server, drink re-fills, etc. I DO make it a point to tell the manager AND the server when I think the service is good to excellent. I tip well in those instances. . My wife and I try to talk and engage the server, it makes for a more enjoyable dinner, especially if we get the same server a few weeks later. Generally, we get EXCELLENT service. However, when I get a server with no personality or bad attitude, I leave a very small tip.
