      And they've been dumping sewage for 30-odd years? I see they were quick to point out that the State of Washington did not own the building... Can't believe they've been renting offices for all those state agencies for that many years. Around here, the state owns its own facilities. If you've got a building they want, they just take it through eminent domain.

          Seems like just paying for repairs is an easy out. If the building was privately owned there would be big fines.
