I got a set of plug cutters a while back. So I keep almost any hardwood scrap that I can get a 1/4" plug out of.

Softwood I don't hang on to so dearly, and I use a lot of cull bin sheet goods, so I trash a lot getting rid of mangled edges and so on. I hung on to every square inch of the cherry ply I bought though.

H/W = 24"
S/W = 36"
MDF = 6" x 6" (about) - good for test cuts on the router.
Marine ply = 1" x 1"

Nothing goes to waste. I keep small scraps for fireplace kindling and sawdust makes it to the mulch pile.

Hardwood - Just like linear, anything I can get a plug out of

Softwood and sheet goods - probably about 6" for testing cuts, unless it's expensive or suitable for small projects (like drawer bottoms for a small spice rack)

Unusable stuff is kindling or goes to the compost bin, unless it's MDF or treated.

maxparot, carful not to use black walnut as mulch for veggies. It'll kill tomatos, peppers, potatos, etc.

I don't throw away anything except MDF and OSB. I'll use the smallest scraps for test cuts, then use what's left for kindling. More than once I've found a way to use pretty small scraps for a part in a shop fixture.
