In Alabama he might be getting a ticket for lack of a good tow hitch.
It couldn't possibly be that he doesn't have turn indicators or brake lights. Lots of Folks like that on the roads around here.

In CA he would get written up for no headlights, tail/brake linghts, no turn signal or side marker lights, no license plates front/rear, no windshild wipers. and having car that is to low, no tread on tires, maybe no fenders and no muffler and driving with earphones. Those are just the fixet tickets. Then there is proof of registration and insurance which are the expensive ones.
