Years ago, being a large shop I would receive requests to bid large jobs for both private concerns and the utilities. This one was for an office complex full of furniture for what was then Southern Bell. I bid the job figuring only one mans labor, seconds in the materials and no premiums for delivery or installation. I received a "Thank You for your bid" letter, and they stated it was given to a bidder within their budget. Go figure.
