Help! Peerless Transaxle Brake Disc

I have a Murray mower with a Peerless transaxle. Also, it has no brakes, which gets interesting.
I'm changing the brake pads, there is one on each side of the disc. The outside one is no problem, but I cannot see how to get the *&^%$#@ disc off the shaft to replace the rear pad, which is recessed in the transaxle housing.
Any mechanic types in here?

Not seeing what your working on makes it hard. If its anything like a car you would remove the brake caliper to get to the inside pad. The disc would be part of the axle. Like Thom said a picture would help.

disc will normally be splined to the axle. May have to pull a wheel hub or a bearing or both to get it off. maybe even the whole axle.

Thanks for the offers, Thom, Wayne and Stick. Finally figured it out. It was just pressed on the shaft and had a lot of rust. A few squirts of Blaster and a few 'gentle' taps with a whammer got it's attention.
