    Indoor Railing Installation

    I'm helping the SIL install a section of wooden railing. There will be 3 newel posts, a top and a bottom rail. The ballasters are 1 1/4 square. I understand how to attach the top rail to the newel posts using the special wood screw/bolt combination. What I'm having trouble with is attaching the bottom rail to the newel. It's only 2 or 3 inches off the floor and there isn't enough room to put the washers and bolts on the screw/bolt and tighten them. I thought maybe you install the bottom rail on its side, then tighten the nut and then twist it upright and then install the ballasters???

    Hope this is clear and someone can enlighten me.
