Where to find large rat tail file?

A friend's uncle makes knives and is looking for a big round file/rasp--about 1/2" diameter and 12 to 14" long. I asked if he was talking about a round surform tool and he said definitely not--it's gotta be solid and stout. Anybody know where to find such an item?
