I don't know if this is the answer you are needing or not...but I will try and answer it as best that I can.
(1) you said "how to recondition the saw surface finish, " well that is a broad
question to try and answer when you haven't told us what condition the
surface is in. Is it scratched? all of the coating been removed from the
surface by sanding or chemicals or some other method? Kinda' hard to
go with no more info. than that.
(2) I looked in my BT3100 saw owners manual, it says to keep the table
surface waxed and buffed to protect the finish. If that doesn't work
for your saw and it is still too rough a condition to use, it may have
to be repaired by a company that can clean and re-coat that saw
with a baked on powder coat material to restore it to original finish.
I don't know of any other method that you could do on your own
that would restore it to original condition. The original finish was most
likely baked on at a high temp, special process that you can't
duplicate. If anyone else has any ideas, feel free to comment here.

You state a BT3001 but this is almost certainly incorrect since the two models made were the BT3000 and the BT3100.
The BT3000 had an anodized aluminum top and the BT3100 had a powder-coated aluminum top, there's a little difference in how I would treat them .
And finally what damage has it sustained that makes it need refinishing? Both are a bit difficult to completely refinish. however they can be cleaned and polished to some extent. At least made usable if not pretty.Last edited by LCHIEN; 02-28-2013, 08:17 AM.Loring in Katy, TX USA

My BT is labeled as "BT3100-1", so perhaps that is what was meant. I believe that was the last version of the saw, as I bought it NIB-sealed during the clearance. It has the poweder-coated silver top.
I keep mine waxed and so far about the only wear has been ever so slight on the leading edges of the ribs.
I'm not familiar enough with "powder-coating" to recommend anything, should the top be really damaged. I would think that almost any medium-sized city would have a place or two that would offer finish coating services though. But I imagine that it might cost more than the saw did originally.
