How about putting weather stripping around the bottom of the lid and the bottom of the seat? Seems like a better idea than saran wrap.
Sometimes the old man passed out and left the am radio on so I got to hear the oldie songs and current event kind of things

I would just use bleach. What causes it to leave water is sunlight. You are unlikely to get much direct sun in a bathroom. If you want to make it automatic you can get a pool puck and drop it in the tank or get the ones made for toilets.

I use the aforementioned Mosquito Dunks, too. They're sold at HD and Lowes.
They contain Bt which will kill the larvae but will not harm the fish and others
living downstream. You could probably use 1/16 of a dunk and keep the
bowl mosquito free for a long time.

Get one of the electronic pest repellers that just plug into a wall outlet.

Careful of the strength if you use bleach. A bit too much will etch the bowl if left for extended periods.

Maybe a few sprays of toilet cleaner (foaming) after each infrequent flush to keep it sparkling and toxic to the larvae.

ps: when I was in college any roach swimming in the toilet died when urine was pee'd in

I wonder if PAM is sufficiently miscilized to give a good spread without re-converging into blobs. Could also experiment with mineral oil.

Try a bleach based tablet in the tank (2000 flushes is an example)
