The lower receiver is the only part that is actually a "firearm" in the eyes of the law. It has the serial number, and it alone is the controlled and serial numbered part. An 80% lower means a block of plastic or metal that has been 80% machined into being a gun, but you have to do the last 20%. The law says an 80% completed lower is not a gun, legally. Therefore you're buying just plastic/metal, not a firearm. No serial number, no gun buying process or paperwork. It's legal for a person to make a gun for his own personal use without any paperwork.
